BBC show a dog being killed !!!

Last night on BBC1 ( The most watched TV channel in the UK ), at 8.30 PM ( The primetime slot ) in the summer Holidays ( When children are off school and staying up later than usual so even younger children were awake and probably watching ), Panorama a respected documentary program showed a perfectly healthy dog being put down and shocked us with the knowledge that 1 perfectly healthy dog is put down every hour in the UK

1) Does this end the myth that the UK are a nation of dog / animal lovers ?
2) Was killing the dog on TV at this time acceptable ?
3) Are shock tactics like this justified to get a serious point about irresponsible dog owners and breeders across to the public ?
