lets see...you will get at least 50bil from the USS then you will generate at least that much again in the ppt......so that offer of 20bil is not even remotely close to anything I would consider.

Instant, one off, 5 days of Naquadah (for you this is 61,234,675,200 Naquadah.)
Instant 1,440 Attack Turns (3 days worth) Worth 40bil
Instant 51,219 Untrained Soliders (A factor of your, and game, UP) ( Worth 1 day up)
IF donating for another player, all income based amounts are based on THEIR income - not yours!!
Instant 600 increase to your ongoing daily unit production (this happens after the Naquadah is given)
Instant 100% increase (100% of initial storage capacity, which is 75% of 2 days income) in your offsite storage capacity
INCREASE OF ONE ASCENSION LEVEL WITHOUT LOSS OF TROOPS (max 2 times per era) ( worth 150bil +)
This ability is saved, and you can use it at will up to ascension level 8 (you will be forced to use it at level 7 instead of buying with naq).
Includes 48hour Protected Planets Treaty bonus.
Reasons
If i were to ascended right now
I'd get 2 days ppt. at i currently make 250mil. If i used the ascension bonus... and i wouldn't cause i'd use the troops get to lvl 2, then i'd use the bonus and get to level 3. At which point it would be 8 times my miners, if done correctly i could have around 150-200k miners which would mean your making 50 bil a day, with a 60k up. so your at 100 bil a day at the end of your ppt. So there 150bil + the 60bil + the 40 bil ( which in 2 days would be 70-80 bil at the rate were currently growing) + you would be ascended lvl 3. Pretty good all considering.
