Probably a Dumb Question

What are the things that are like States for the United States, but I don't believe they pay taxes and don't have the right to vote, I was told that we have like Country's that have been offered to join or something but have opted not to, this was back when I was in School many years ago but can't remember what they are called or the list of them I belive there were two, I'm sorry if this is confusing...

some US states are also commonwealth states... but in a different sense... not sure exactly what it is...
I think Massachusetts is a "commonwealth state"...
