you get 20% of your up trained as miners...
so unless he untrained those miners every few turns(or has realy low up)
he shouldnt be stuck at that number

Seems when he/she is offline no naq is generated but when online there is..
He does have well over 300m miners trained but i dont know whats going on....
Guess he doesnt walk to talk about it.
