attack income goes down after a couple attacks

well, i attacked 10 ppl in like 10 minutes and i got 99% of naq from first 4 then i got only 60-75% form the rest, (yes i declared war on them)
is that just bad luck or is it meant to do that?

You repair weps inbetween attacks?
Other than that, perhaps just bad luck on the random %

Were they all of similar rank? Did you use the same number of turns to attack for each target?
