Anyone else get this (Covert bug)

I'm asking if anyone else has experienced this because as far as small annoyances go this one kinda takes the cake.
Covert Capacity 2,028,000,000,000,000 Ranked 1
Yet I can only spy 6 pages on page 1. :/

It used to happen to me as well. Your covert has to be waaaaaaaaaaaaay higher than the target's covert (dunno the figures).

Your Covert Action (based on agents SENT) must be greater than their Covert Action (times defcon percent)-100, divided by your Spy Level+2, divided by 2.
at least for main (no ascended guide ><)
