If you got a 10 trill strike and you attack someone with a 100 Bill def it should be wiped out very fast. Currently people have large numbers of spies because they know by the time they are massed the attacker will only have a few AC hits before they phase, in many cases the ATs cost more than the def so they are simply not worth massing.
How about an 'all in' battle, say 250 AT attack option, where the armies fight to the death in a single assault ?
