I have a 34q strike, but the thing is, when I hit some people, I deal 40q damage, and when I hit people with over 20q def, I deal 20q. Wondering why, and no, I don't forget to repair.

is the multiplier under 100? cos if it is your actual strike reduces to that % for instance if the multiplier is 130 you only need use 11 turns to do full damage and get all their DMU but if it is 60% a 15 turn hit will only net you 60% of their DMU and only 60% of your strike power will be effective also if your strike is only slightly higher than their defense and the multiplier is under 100 then you will probably fail in your attack.

So what is the actual formula to figure out 100%, 110%, 90%, and 80%?

It tells you what the multiplier is on the attack page...

No, how does the GAME find out?

The game knows everything....

It depends on the distance between you and your target (rank wise). About the figures - I have no clue.
