ive heard about people talking about dual or isit a dual planet? what does this mean?

Dual planet...Has two stats like Attack and Defense

on one planet?

Yup...Pretty Epic. And will be stolen if not defended well or merlined

how do you get these dual planets?

Buying them on the black market for money, buying them on the forum market for naq/uu/ats, or my personal favorite, stealing them. Depending on the stats, duals can be worth 5 tril to upwards of 50 tril, which certain types of stats being more valuable than others. Some duals are rumored to exist, such as the UP/Income dual, though many people say they will believe that when they see it with their own eye.

They are nice, however they can be expensive to buy, build and keep, and are easily taken 9 times out of 10, so I would recommend waiting until you are sure before getting one.

where can i get a really **Filtered** dual planet from?

save up 20-50 tril and buy one off the market on here....from other players.

Depends on how much you dont want to have stats. best way to get a good one is to spy the topplayers while they are on ppt, though it's risky. and hope they end up missing a ppt and forgetting to merlin sometime
