ACTUALLY, It's the universe that is close to 13.7 or 13.5 (can't remember which) billion years old and not the earth. The EARTH is 4.5 billion years old!

Also, you cant compare earth-bound advances in both human evolution and technological evolution to any "alien" evolution simply because "they" are alien....what if a prospective alien species has a MUCH higher IQ that we do, wouldn't that mean they would evolve as a species and their technology much quicker than we have??
What if time progresses at a much faster pace than here on earth, wouldn't that mean they have been "at it" longer than us??
How much more advanced would we be if the Vatican inquisitions (which are still ongoing...but that's a whole-nother debate) and the dark ages never happened?
What if they live closer to the galactic core or even the universal core than us, wouldn't that mean "their" planet stabilised much quicker and so evolution started earlier than here on earth?
I dunno if those questions are valid or not, but they are merely put out for you to consider the fact that history and evolution prove 1 thing...it doesn't happen in 1 smooth and consistent line as mainstream scientists and archaeologists would have us believe.

As KMA said the age of the universe is estimated at 13.7 Billion years and planets near the center started forming soon after that, long before the Earth former as we are no where near the center.
The earliest evidence of life on Earth was 3.8 Billion years ago and it is speculated that life began very soon after the planet 'stabalised'.
It is also estimated that our Sun will destroy the Earth in 5 Billion years giving the Earth a lifespan of 9.5 Billion years ( 8.8 Billion years when it was stable enough to support life ).
So not only is it possible for life to have evolved elsewhere before us, and to have evolved further than us, but if that life evolved at the same rate as us the planet that life may have evolved on would likely have been destroyed by now and any remnant of that lifeform would have had to launch itself into space to survive the loss of its world of origin. This would now make them spaceborn or colonial aliens if they survived.
Also evolution is determined by lifespan, rate of mutation and the need to compete or change with the environment, a species with a shorter lifespan, or greater rate of mutation than or with more competition and greater environmental changes to adapt to, could theoretically evolve faster so it is possible for life to evolved further than us even on younger planets.
