Tweaking Command Functions for Consistency

There seems to be a lack of logic and consistency in what functions Commanders, 2nds and 3rd have.
Currently we have this in the game.
Leader Name: (all functions available)
Second in Command: (all functions EXCEPT change alliance details)
Third in Command: (all functions EXCEPT change alliance details, join/quit house, boot/change members)
Shouldn't it be this for consistency sake?

I know its subtle change but if only leaders are meant to be able to change alliance details, then surely only leaders should be able to join or quit a house?
