you don't need to be ascended, you can also pay 1000 glory and reputation points for suporter status aka the ability to send rescources.

I gifted as I was ascended, I can gift UU, Turns and naq to anyone, but you cannot until you ascend or gain 1000 GnR points, if you get them, I would just ascend and I would befriend someone that has done this many times as if you do it the correct way you lose alot of resources.
Kojak.

There's 3 ways to gift (and trade)
1. You can go to "Support this site -UPGRADE" under the Preferences when you are in your base page, there are a list of donations, some of will give you the option to gift/trade with other players (note that you need Paypal or a Credit Card to do this one)
2. When you ascend the first time, you will then have the option to gift/trade
3. If you didn't ascend at least once, and you have a 1,000 G and R points, you can use those 1000 points in the Market to get the ability to gift/trade as well. I would suggest to do this one if you have alot more resources than you need for your ascension, and if you don't want to pay for the gifting option.

What is this 'gifting'? Is this a new word?
I love creative use of English.. but 'gifting'? Really?
It's been 'giving' since the time of Chaucer.
(I talk to you as though you are a native speaker of English in the full awareness that, perhaps, you are not a native speaker of English. If you are, shame on you. If you are not, consider this constructive criticism. It is 'necessary'. -It will not solve hunger in Africa, but saying it will satisfy my groaning frontal gyrus.-)
Good luck. Wishing you the best.

Wait.. what? Yes, yes, it is. If I want to 'give' you something I use 'direct send', or the 'broker'. If I want to 'gift' you something, though, I'll have to fight Chaucer first.

lol, that was the term I was trying to of, instead of 'gift', I hardly use the give feature, I usually just use the broker.

err wrong... gifting is a very acceptable phrase.. it means to give freely as a opposed to giving something and expecting something in return.
