2 Mercenary Ideas

Mercs are bought once off then used whenever you attack or are attacked. They are cheap and they die.
1) First suggestion is having a Mercenary wage bill/tab, you pay them per battle (based on number of ATs used) so it would be sort of like repairing weapons. At a certain wage threshold or after a certain number of fights without being paid, they leave, maybe causing damage to your realm like killing some units w/e.
2) Galactic Mercenary Council. Probably more complicated coding-wise, but when you buy mercs and use them, their pay is automatically deducted from your income gradually. The complicated bit would be keeping track of how many mercs are owed so that people can't just sell them to avoid paying the bill.
Current price to buy a merc is 3000 naq, the pay would be 10% of their purchase cost whic is 20 naq per merc per AT. So one merc in a 15 AT attack is owed 300 naq. If you have 10m mercs that is 3b extra cost per attack.
