Vacation is vacation. Officer are officers. Attacks are attacks. Do not mix these ingredients...
Not my officer, not on vacation mode, they attacked me - why cant I attack them in return?

It usually means same location for me. There's quite a few people at my work that play this game, I can hit them when our current IP's are different but the minute we're both on the work IP we can't attack each other until we change IP.
