Custom titles for those 3 years of age (game-wise) are in the game, are bestowed automatically.
Since your game account says it is from 2010; I doubt you qualify for a red title.
Custom titles on the forums are only for Administrators to give. You should talk to them; Earendil, Deni and Zeratul.

Glad it is a rare thing and not like the titles awarded ingame. That scale kind of strips off the uniqueness of having a title.
