Custom titles for those 3 years of age (game-wise) are in the game, are bestowed automatically.
Since your game account says it is from 2010; I doubt you qualify for a red title.
Custom titles on the forums are only for Administrators to give. You should talk to them; Earendil, Deni and Zeratul.

they are very much rare, and not assigned based on account creation date... it has been some time since last one was created...

Heha. Only 3.
Glad it is a rare thing and not like the titles awarded ingame. That scale kind of strips off the uniqueness of having a title.
