Cosmic expansion rate

I noticed that the cosmic expansion rate changes and not after 30 minutes but all the time(after 5 min or so). I added levels to my charisma but when I looked at my cosmic expansion rate later it was smaller than before I added the levels. At the moment charisma lvl 700 and 300,000 fleets(about 133mil cosmic expansion rate). And does anybody know of a good calculator for stats(agapooka is not correct at all on the fleet costs and maybe other things).

I was just checking introspection and in there it says 153,600,000 planet / day but on the realm page its about 131mil now??? Please tell me if this affects the production or not and if it can be fixed.

Anyways ile answer your question without being such a *Filtered* about it
after you go past 2 bil planets your Cosmic expansion rate drops slowly til ur only growing at 2% or something of total CER
Increase fleets to 500k and 900 charisma and you will grow at the rate you are now at 10b planets
