i dk, but i dont think ive ever got exactly what my commander has lost, nor have i increased my officers what i should have...
i always assumed it had to do with officer's size compared to commanders...

As I understand it, you will always lose the percentage you chose to give your officer, but they can only receive equal to 50% of their natural income rate from you. My advice would be to lower your officer income percentage and see if it makes a difference to their income.

As i understand it to work is, The max bonus that can be received for officer/commander is 50% of your own natural income/unit production.

whatever your setting is at is how much you give as a income bonus, with the receiver only being able to get a max of 50% their natural income.
income is 27b
30% = 27 x 0.3 = 8.1b
25% = 27 x 0.25 = 6.75b
20% = 27 x 0.2 = 5.4b
15% = 27 x 0.15 = 4.05b
10% = 27 x 0.1 = 2.7

you receive half of what ever the percentage is set at of your officers total pre-officer Unit Production, with the receiver only being able to get a max of 50% their natural unit production.
30% = 15% of total pre-officer UP
25% = 12.5% of total pre-officer UP
20% = 10% of total pre-officer UP
15% = 7.5% of total pre-officer UP
10% = 5% of total pre-officer UP

My assumption is your officers natural income is not high enough to receive max benefit of 8.1b, but that since you are set at 30% this is what you give out, where the remainder is going? I can't answer that.....
