0 strike gets rank 30k for strike and 0 covert depending on level gets you 20-40k so about rank 18k maybe

yes if you want to raid the formula is
current rank x 10 + 10
thus rank 1,081 would allow you to raid down to rank 10,820

I thought is was (current rank +10) x 10 = 10910, Please do correct me if Im wrong.

Rank with no strike would probaly be in the 7000-8000 range.
That would let you raid anyone worth raiding in the game there only 78000 in the game
