Army size for going into perg?

You cannot enter Pergatory with more than 40,109,589 total units. The Nox have ensured that. Damn the Nox!
- this comes up when I try to switch.
But in the training it says above 53 mil army?
Does this mean I can acess it at 40? Ad get chucked out at 53?
