Seriously, retired is sitting at around 2600 (Which is a lie but I'm not gonna give out the numbers because that's not nice of me)
Covert levels if you want again top 4 all have covert 22 and AC 22
Bank isn't worth upgrading

How is bank not worth upgrading?
I'm using my turns every turn change, that good? or should i let rested turns build?

Use every turn change (47 turns per tc compared to 10 per rested turn)
Bank has a 5% charge unless you're goa'uld or some rubbish like that, farming with a strike isn't really worth it unless your hitting for 500mil+ off 50k unit defence or something stupid like that

Sweet, im using them every turn, have a very small strike.
I'll need a bigger bank to buy spy levels
