Mercs

We seem to be able to buy a lot of mercs, temporarily putting us way past the merc limit.
eg. i was attacked today by
10 Assassin and 4,194,528 Super Soldier and 23,355,968 Raiders
and i have had similar amounts of defence mercs shortly after buying the maximum.
Is it a bug?
