why cant i sabb this guy

i have been trying to sabb or recon this player for ages and i mean weeks every time i try it tells me he is maxed out on covert activity WTH i NEED TO SABB HIM
or is it because he is inactive its the only reason i can come up with

That realm has had so much covert activity against them recently that even your intelligence sources know about some of it! They are surely ready and waiting for additional operations - your Intelligence Officer warns you strongly against proceeding, and you are compelled to agree...for now....
but i have'nt sabbed him in weeks and as far as i know he has'nt done anything to piss anyone off as much as me
i have been trying every turn everyday that am online for a good week or 3

nope we plays another online game were the UTA had an alliance i met him in an msn convo and he never got off on a good foot i ended up joining his game to nail his account and he joined SGW to try and get me

I remember when I was in US, we had a plan that if we went to war, we would recon each other to the max so that nobody would be able to sab us

and setesh thats an old tactic i used that against the SLA
he's a n00b doubt he is doing that
