Houses were never created to give advantage to or level the playing field for non-$penders, houses were an empire update, the biggest empires took the best houses and got the best bonuses. TAF, OE, DDE benefited from this for over a year while independent alliances had to have the leftover 2nd best houses and lesser bonuses.
Personally I would still prefer all houses to be removed, this house is a compromise allowing those that dont like house bonuses to choose not to have them.
