Tricky one with a simple solution

There should be two events

1) One for the victims families to grieve for the lost ( Morning - non inappropriate puns on mourning please )

2) One to celebrate the bravery of the 1st responders ( Afternoon )

Political rallies to get compensation / policy changes would sully either and should be held another day.

I don't see why it can't or shouldn't be rolled into one. The treatment is ridiculous. They should be front and center.
