If he isn't guilty, he's not doing things properly to appear innocent...that is not something you would expect from someone who needs to regain their image.
It is consistent with both someone who has either sufficiently substantial proof to clear their name once they come out with it, and someone who has no proof at all and is merely stalling.
Interestingly, I could imagine someone in the first situation to do something like this as a social experiment, to see how far people will take this before finally coming up with the proof. Speaking from experience, that is a rather foolish notion. The most true proof, if presented too late will be discarded.
Someone in the second situation is damned either way.
