Generally, if you see those question marks it probably isn't a good idea to sab/spy on that player. They'll have a higher covert(spy level/# of spies, etc.), and make quick work of dispatching you to Valhalla. Look:

I think you might be looking for this post by the King:

But since you aren't pased their covert, things change and may not be good for those agents/spies you send out. But since your Goa'uld you might be able to afford it. :-) As to an exact number to send: I'm not sure.

Increase your covert by increasing the number of spies and your spy lvl, make sure you have mobile rings and personal stealth tech. You need to have your covert higher than the person who you are trying to attack/sab.

It was in the Deity's Guide to the universe link I posted. Here it is. I promise it's a good read:

"MILITARY EFFECTIVENESS
Where I = Number of Weapons
..........J = Weapon Strength
..........K = Upgrade Multiplier
..........L = Race Bonus
..........M = Soldier Multiplier
..........N = Number of Covert Operatives
..........O = Spy Level

Covert Action = KLNx2^0

"For example, you have a sufficiently larger Covert Action then the person you plan to attack and he/she has about 4K of the most powerful weapon that race possesses. You send in 100 spies 8 times in total, each time being successful. First time round you destroy about 311 weapons, next time 305 and so on until you last sabotage mission destroys a further 270 giving you a grand total of about 2320. So how do the number compare. Well you lost 40 spies (5% of 100 8 times) which will cost you 140,000 Naquadah. The person on the receiving end lost 2320 weapons which equates to 389,296,000 Naquadah. So by comparison you came out 2780 times better off, not bad. Also, if you were a fair way ahead in you Covert Action, then when they check their logs, it won’t say who did it. Just question marks followed by some rather fowl language.

.....So how do you protect against this? Well you could always boost your Covert Level and train more spies. You can also raise your ‘Realm Alert Level’. The second option is great for those players with little or no UU’s and thus little self-produced income, who rely mainly on the Naquadah they receive from their Commanders. This is because the percentage income that the Alert Level takes is on what you earn yourself so it doesn’t matter if you earn 400 per turn or 40 million, you will get the same covert defence bonus while keeping all your Commander’s Naquadah. When set to critical, it takes 70% of your earning so those of you out there who have quite a few UU’s, this probably isn’t very cost effective. The high cost does however have an upside. If you’re not going to log in for a while set it to critical so that your Naquadah doesn’t get to large enough amounts to warrant someone attacking you."

where is xeno when u need him!

Living my life :P
No actualy, i've been busy working on some forums for other games.
While I think spacey answered your question perfectly I want to get a 1337 post count.... so...pointless tack ons! :)

I just want to add that I have personally experiance the 'Fair way' ahead bit. I forgot about it once and assumed that a succesfull sab automaticaly gave question marks. I lost 17K Weps during the guys commander's retalation. :-D
So when sabbing the absolute minimum while more efficiant is not always the wisest choice.

And finally the one thing Spacey left out with regards to improving your covert....Join Reps! :P

And now to get some sleep...
