Planet fleets getting decreased

it says when you hit 3bil planets your fleets decrease, so why is mine at 26.5 % when i have 2. 4 bil planets. can some1 help with this

Click the cosmos. Click your name in the cosmos. Your id is last digits of that link.

Or simply click on your realm name on your realm page... Its under your reserves.

whats your current growth % now? it should be about 24.98% , all i know is its working fine for others....
