Regarding Ascended Life Force Cache, does it stay permanently there like a bank or:

"While you are above this level, you can accumulate more, but it is temporary"

so if I spend a lot of dmu, covert it into life force does it stay there or does it suffer some type of attrition?

cache is untouchable by everyone except you. It doesn't naturally decrease either.
And i believe the mnec description is referring to your life force reserves.
So yes it's quite like a bank.
