Bank Size relative to Covert Level

Would it be possible to have bank capacity be relative to covert level as it is in main?

Admin wont do it... it will make all the people who have paid to get big banks angry.

Not really, the weekly market turn you get you can use on bank capacity, this will be permanent meaning you can benefit from it the next era, and the era after that etc...
Would pretty much make that sacrifice useless.
