REJECT

Both buttons lead to the Create Alliance page, and I can't select any Alliances to join from the main Alliance page.

An alliance invited you that was deleted before you saw the invite.
Continue to the "Create alliance" page, create an alliance, disband said alliance from the management screen, and you are in the clear.

It has happened before.
