How do you become an officer to somebody?

you click "make this user my commander"

no need to be mean...

when you click on a players name ingame - the option is under the attack options. If it is not there they are either full (25 officers), on the same IP as you, or they are not currently accepting officers.

Ok, I tried this, but it said I was too young. How long before this will work?

I get that a lot too. it happens to all the commanders I try

I think that your rank may be too low to join the person you tried - maybe try someone with a lesser rank.

I have never read an update that says anything about ranks playing a role in joining someone - but I have seen this issue before with people trying to join me.

As for our guest. There is a two week wait period for new accounts before they can accept a commander, there is also a 24Hr limit on com change. As long as you are an active account (farm, fight stuff, build UP etc.) at teh end of that time you should be able to get a com.

Are you sure about the 2 week period? I'm not entirely sure myself but I think that if you are active ie. youy attack, buy stuff, improve rank, kill stuff then you can take a commander much sooner.

I'm pretty sure about that.
