Well... if your scouts haven't supplied you with the CS above you already then chances are they can't...

Why for the same reason our scouts determine the T.O.C above us. To make us want to overtake it and better our offensive capacity

well yeah it would, however if it was a top 10 you wouldn't need it as you would be able to check, however for us not in the top 10, I think this would be a good thing, as it is something to aim for.
