UP Bug?

Maybe I'm forgetting/missing something, but is there a reason why my UP per day isn't changing, but my total (in parenthesis) is?
Only way the UP per day is going to change is by buying UP.

I've done everything possible. I've bought billions in upgrades to my base UP, in addition to changing commander from LW to self, upgrading planets, etc.
