Because of the same thing that would make him an excellent trial lawyer.

He enforces the rules ver batum and doesn't allow a lot of situational interpretation. I think there is a strictness to Haz which would not be beneficial in an Admin position until he loosens up a bit more. There also must be a certain amount of compromise when in a position like Admin where three people must agree to enact change, and so far I do not recall having seen Haz budge from his personal logic and perspective in regards to an issue and/or how something should be handled.
