I made another player my commander to try to steal his income, since he looked inactive, but apparently NG doesn't work that way.
I have no way to dismiss myself, other than to select someone else as my commander.
Is it possible to select oneself as a commander?
I can't see a button to do it.
I've found a way to do it, but it doesn't seem the game was designed to allow you to do this...
Is it possible to make yourself your own commander?

Theoretically yes. Practically, it takes some looking around to do it.
And no. Officers/commanders do not give any bonus (except being one's commander gives you the ability to get a free spy report on them).

Apparently, I can use this method to dismiss someone else's officers, too, but I can't make them my officer. This would be hilarious.
Oh god. I wonder if a war could thus be sparked. Too bad I'm a nice guy.
If someone wants me to test this out on them, I'll do it.
Maybe Admin should be made aware. Before that, though, I want to confirm that it works.

Lol silly **Filtered**.
Just spy them. You'll see everything. Regardless of their covert power/how many spies you send. (Except perhaps 0?)
