A good place to start with getting to know the things in Quantum is here: viewforum.php?f=314
You can find many useful explanations, tips, etc., about the game. If you have any further questions, feel free to PM me or, even better, create a thread in the section I linked above - that way other newcomers will have some more of the questions that arise already answered.
As for finding a commander - you can attach under me, if you wish so (my ingame name is Jack Oneil)
