Your facilities processing new citizens are saturated. If you try to shove more through, you will surely have revolts. Nagonapen....

Tried to raid someone more than once , even gotten more MS and SOLDIERS but nothing

you can raid for the same ammount as your UP

So if I try to raid someone where a single raid would give me more than I make in a day,

It actually worked for me like that when I was playing ng; say you should be able to steal 50k; but you can only steal 20k because of up you only steal 20k

You can only raid up to what your UP was at the start of the day. If you buy more UP, you have to wait until daily turnover for the new UP to register.
