You need full SS (acquired upon ascension - among other ways) and to be in the same realm (norm->norm, perg->perg trades).

he is ascended (LG+1). But yes, you need full SS either from the ingame black market, 1000 GnR traded (one off before 1st ascension) or ascending.
And yes, you need to be in norm to access the private broker market (not available in perg)
