techs and up cost

is the cost of techs and up decreasing?
if so, why?

The cost of techs and UP is linked to the top UP. The bigger the top tech/UP gets - the smaller the cost of techs. This was added to allow for those who missed the big farming fests at the beginnings of the eras (which do not happen anymore as PPTs aren't given) to still be able to catch up. UP was namely the biggest issue. Techs were linked later on, but for similar reasoning.
The decreasing of costs doesn't go to infinity though. If I remember correctly - the costs can't be lower than 50% of what they would have been had you been the one with top UP/tech.
Basically, the more you are behind the top, the cheaper it gets
