if my someone puts on an alliance ppt does that interfere with going on vac?

Yes, any PPT that your account is awarded, either via the market, supporter package or alliance PPT will reset the countdown for going on VAC. So, if you get an allaince PPT, you will have to wait 24 hours after that PPT ends, to go on VAC (assuming no further PPT is used).
