Changing planet attribute *IMPLEMENTED*

Game should be updated so that if someone steals a planet, they can't change the attribute for 12 hours. They can't change the name or anything else, so why are they able to change the attribute. Someone who goes to admin meet please bring this up. Thanks.

went to the meet today to mention it for you, found out that he won't be back from a holiday til next week

I will do my best to go there for you next week but I'm not sure if anything will come up IRL. I should ALWAYS be able to catch the later meet though :-)

Done.

Set to 24h minimum, engineers need to get to know the planet before they can change it.
