Spying bugged?

There is one person in particular I cannot spy on. They've been attacking people on the logs, then went onto PPT, 15 minutes later they're off PPT and I cannot spy on them.

Note - I can spy on other people - I've tested it on a few other targets... just one realm in particular cannot be seen...

It's normal, in main you get the "That realm has had too much covert activity..." message, here you get this

Aah I see... that makes a bit more sense as upon further investigation, I've found out that 50% of those in the top 10 cannot be seen...except for at the start of a turn

I think with the G&R boost its hard to see the army size or naq amount too
