For Admin is an area where the rules apply more strictly, to keep things focused. Caprila is under orders to maintain that directive. Trolling and diversionary posting in that specific section are considered spam. 
As discussed with Loki and Caprila, the 2 boards warnings issued are one too much, and so will be reduced to a single warning. The change has been documented in Loki's user notes.
