Struggling to spy despite much higher covert

I'm trying to spy and account with 670 bil covert and i'm getting mostly ??????

i have 80 tril covert.

Why is this

EDIT: He had 99mil spies on level 21. Dunno if that means anything. Still had the big difference in covert

Might be to do with the <5 levels of your own level.

i.e if you are a level 40, then you should treat them like a level 35 therefore, their covert power for purposes of sabbing or spying maybe closer to your covert power.

i.e if you are a level 40, then you should treat them like a level 35 therefore, their covert power for purposes of sabbing or spying maybe closer to your covert power.

shouldnt be, since the formula for sab & recon is in direct relation to you levels/units... as is your covert defence if being sab'd or spied... regardless of level.

Spy Success Calculation: Your Covert Action (based on agents SENT) must be greater than their Covert Action (times defcon percent)-100, divided by your Spy Level+2, divided by 2.

Spy Death Rate: 20 Percent of spies/agents sent when operation was unsuccessful. None lost on success.

Sabotage Success Calculation: Your Covert Action must be higher than their covert action (adjusted by their defcon rate).

Sabotage Damage Calculation: Your Covert Action minus their covert action (adjusted by their defcon rate) to a maximum of 5900 weapon power, or 2 percent of their total weapon power -whichever is greater. This is doubled if both parties are at war. The damage goes from lowest strength weapons, upwards, destroying as many as possible until you have no damage potential left, or your damage potential left is smaller than the strength of the next weapon.

shouldnt be, since the formula for sab & recon is in direct relation to you levels/units... as is your covert defence if being sab'd or spied... regardless of level.

Recon is not affected by difference in levels. However, sabbing is.

Is who you are looking to sab has level 32, the max covert level that can be applied when sabbing is 37 (regardless if it is higher). I'm not sure if it works in the other way though, say i have 39, if someone was to sab me (who had 30 covert) their covert level for the sab would rise to 34?

No if you have a higher covert you get home advantage, Only when you sab lower covert levels does it matter.

No if you have a higher covert you get home advantage, Only when you sab lower covert levels does it matter.
