Before getting into soecifics about it, whattya think? Ideally, you send 10m spies, half are mercs half are units, 50% of mercs dont ever come back and they only give half power when attacking, 1/3rd for the actual stat itself.

Sending 5 million untrained mercs would surely just give away the fact that your spies are there. Getting all of them killed.
