I know what you mean, but the farms will reach decent standards in 2 batches (gould and non-gould) and whatever time that happens, people of that timezone will benefit.
I havnt been around lately, but back in my day (woo! old man voice unlocked!) we went through a whole process of start of era farm fest - where 2 or 3 people would farm the entire server, as all the inactive came off PPT at the same time. It was just a battle of who could farm the quickest.
Then it was changed to a staggered system, so prevent these people (I was one of them) from gaining an advantage. But then it became a new battle... at the start of everyturn, for a 24 hours period, who could check every inactive to see if their PPT just expired. was tedious and monotonous - but profitable ^^
