Attacking bug

I just got sniped by someone with a far smaller army than mine. I was somewhere around 24B planets and they have 2B planets. Is this a bug or did the 20% rule go away?

It can b done if the person was large enough at t/c.
So if they was at the 20% size before t/c then started massign u even if there a/s drops below they have until next t/c for it to recount the size.
Starts at 00:21 has 29 mins till next t/c for the recount of a/s.
Noticed this months ago when massing, and asked others they said it was normal, so I guessed it had been known for quite some time.
