What is the increase per level?

is it lvl *1.4 so it would be
lvl 0 = power 1
lvl 1 = power 1.4
lvl 2 = power 2.8
lvl 3 = power 4.2
lvl 4 = power 5.6

Or does it go up by 40% each time
lvl 0 = power 1
lvl 1 = power 1.4
lvl 2 = power 1.96
lvl 3 = power 2.744
lvl 4 = power 3.8416

so..

lvl 0 = 1.00
1 = 1.41
2 = 2.00
3 = 2.83
4 = 4.00
5 = 5.66
6 = 8.00
7 = 11.31

That puts a different light on things.

So I am looking at which is better for the increase
the tech or the covert lvl
In another game it was always looked at at the 1% level

So let me see if this will copy correctly.... So using the above...
I have covert 4, and I am looking at buying Covert 5 or get techs. IF my techs cost me less then 67882 each then it is better to get that then it is to get covert 5.
However if my techs cost more then 67882 then its better to save for Covert 5.
Would that still hold true here?

Or is having a higher covert level better then anything a tech could give.
