Demi Energy Suggestion

I have been thinking about two different ways to improve energy costs. The problem is at the moment, the Demi's just favor sniper type tactics since they only need to use them for a turn or two, then take them off, this leaves the player that would like it on all the time for preventative measure at a great disadvantage in terms of supplying the energy for when they might benefit from it.
Thought of two different ways to help this division.
Have it so you have a choice to either supply the Demi with energy per turn or not. If you do not then you get hit with its negative (maybe increase negative?). If you pay the energy cost, then you do not have the negative for as long you supply energy.
Other,
Remove the energy cost per turn and have a much higher loading cost for equip and maybe add a removing cost.
